Update T1.3b "The Hub Update"

Hi, Tau here once again, with a decently large update i've been working on, This time it's just for hub,
(Keep in mind this is in Beta, and not a final version)

Hub:
- Fixed Permissions.
- Temp Fix for HotBarItems.
- New Hub
- Added Portals
- Staff members are vanished on joining Hub.

Hopefully this is better than /server.
